Liz Wiggins is currently an Enforcement Prosecutor with the Texas Department of Licensing and Regulation. Liz and her family relocated to the Central Texas area in 2014. Shortly after, she joined the Williamson County Attorney’s Office. It was during her time as a County Prosecutor, and her subsequent role of Criminal Defense attorney, that Liz became immersed in the Williamson County community. She has volunteered with several organizations, including the NEST, and is passionate about helping youth and families. Liz has experience with the intersection of mental health and the criminal justice system, knowledge about the dynamics of domestic violence and sexual assault, and unique skills with community mapping to identify gaps in services. Liz is the Fundraising Committee Chair so you’ll find her at our fundraising events and as podcast host. She has brought her energy to the Interagency and actively works to help the organization reach its mission.
Liz was appointed to the Board of Directors in July 2023.
Gabriella currently serves Workforce Solutions Rural Capital Area as the Contract Manager for Child Care and Early Learning Programs. She oversees the Child Care Scholarship program in nine counties for those that need assistance with child care expenses. In this role, Gabriella facilitates the development and education for parents and child care staff within the community. Gabriella enjoys advocating for equity in the child care industry and families alike. As a proud graduate of Texas State University, Gabriella has a robust background in Early Care Education, Family Studies, and Nonprofits. Gabriella has previously served as a CASA Volunteer in Williamson County in which she advocated to help ensure that children are safe and can thrive. Gabriella has honed her skills and expertise over the years, making them an invaluable asset to the community.
Currently serving as Vice President, Gabriella is at the forefront of driving our organization towards its mission with unwavering dedication. Gabriella was raised in Williamson County and is proud to call it her home today with her husband and two daughters. Beyond her professional accomplishments, what truly sets Gabriella apart is her genuine passion for helping others. This passion is the driving force behind her involvement in our organization, as she believes in the transformative power of nonprofit partnerships. Gabriella brings a wealth of experience and a fervent passion for making a positive impact on the lives of others.
As a board member, Gabriella brings not only her skills and experience but also her compassionate heart, ensuring that every decision made reflects a genuine dedication to improving the lives of those we serve in the community.

Roger DeLeon is the Community Relations Representative for Wellpoint in Central Texas. A Community Health Worker/Promotor and licensed agent. He has served on numerous workgroups and councils at the Texas Health and Human Services Commission including the Texas Council on Consumer Direction and Housing & Healthcare committees. He is a long-time promoter of Disability Mentoring Day and a graduate of the Partners in Disability Leadership at The ARC of Texas.
A former Service Coordinator with Bluebonnet Trails Community Services, Roger brings over 25 years of case management & service coordination experience working with Texas Medicaid waivers & community-based programs & resources. He is a fierce supporter for self-determination and advocacy.
He loves family time with his spouse and kids. He volunteers at their kids’ school sporting and scouting events. In his spare time, he likes to cook & bbq, listen to live music, paint art, refurbish old furniture, and collect odd things-such as his antique stapler collection.
Brian Hernandez is the founder and chief storyteller at Phalanx Outreach Solutions, a full-service creative marketing agency specializing in innovative storytelling strategies to amplify brand awareness. These strategies are meticulously crafted to enhance client engagement across various sectors. Additionally, Brian is the co-founder and managing partner at Radar Hill Media, where he leads the creation of captivating content, curating a diverse array of media to effectively engage audiences.
Previously, Brian served over five years as the Chief Storytelling Officer at Workforce Solutions Rural Capital Area (WSRCA), significantly enhancing brand visibility, fostering media relationships, and leading the organization to over 25 communications awards for campaign and video excellence. Driven by a passion to empower and a commitment to community service, Brian is dedicated to helping his fellow Texans unlock their stories. Residing in Georgetown, Texas, with his wife and children, he enjoys digital photography, writing, and movies in his free time. A longtime Disney fan, and proud former Cast Member, Brian’s approach to life and work is infused with the magic, whimsy, and wisdom of their storytelling.
Fr. Alberto Borruel is a priest in the Roman Catholic Diocese of Austin, Texas and currently serves as pastor to Our Lady of Guadalupe Church in Taylor, Texas. Fr. Alberto was appointed to the Board of Directors in April 2023
The Board of Directors for the Interagency Support Council of Eastern Williamson County meets monthly. The board and staff meet for a Retreat and planning day every August.
All Board Members (100%) make a financial contribution to Interagency.

We provide essential resources, comprehensive training, and opportunities for meaningful collaboration to support the vital work of these organizations and improve community well-being.
